The OP is sort of begging the question of why not immediately block the sites, without notifying them at all.

But to me both answers to "why not use WHOIS" data and "why not guess the email address" is unsatisfying. Yes, a lot of sites will not be reachable, but a lot might still be. Instead, they apparently didn't even try?
