So the site owner is never notified (because "this wouldn't scale"), has no chance to fix it and is just immediately blocked? And then we do some thoughts and prayers and hope some users might go through the trouble of looking up a contact address and notifying the owner despite the site being blocked?

What exactly would be "responsible" about that?
