Arresting Tim Cook for bribery would send a message. Why else would Apple Pay for an inauguration ceremony or for a white house ballroom or a golden plaque gift?
Especially since you get the impression that Apple aren't as fundamentally aligned with the MAGA regime as SpaceX or Meta, so prosecuting them would likely have a more positive outcome.
