You meant maximum? Though minimum would be fun, too: taxi won’t start unless you agree to socialize and chat with a random stranger. As soon as silence is detected it pulls over and the ride ends.

Minimum to qualify as "people" rather than "person".

Ah yes. That makes sense now. But I guess the minimum of people for taxis would be one in general. A small taxi for one person is plausible. Zero won’t work as it would be a delivery vehicle only then.
