That's a meaningless statement. There isn't a singular "the" issue like you said. Any one of several different technical decisions would have completely prevented the issue. Including, to my point, /etc/shadow being a JSON file where an account being locked is an `"active": false` field instead of an asterisk with no intrinsic meaning.
