Natives might have a different take, but I was recently in Berlin (which you might consider an 'established city'), and this seemed like a solved problem there. Bike lanes are at sidewalk grade, above the curb, with rumble strip or other tactile indicator for the boundary. You do NOT walk in the bike lane, it's just like walking in the car lane.

Considering the rise of additional micromobility vehicles, this is such an obvious solution when you see it in practice.

Oh people in Germany routinely walk on bike lanes or in front of bikes, but they're either easy to route around (and I don't really mind), and if there's no space, ring the bell and boy will they jump :D

The locals will happily tell you that the bike lanes are not plentiful enough/not maintained well enough/don't get winter service (who wants to ride a bike in snow and during black ice conditions? Berliner!)

The complaining never stops.
